This research is aiming to describe the state efforts to establish its hegemony in implementing Family Planning Policies. In addition, it also to identify and formulate the state hegemonic model in implementing the Family Planning Policies. Data is taken by intensive interview, and document study. Data analysis is qualitatively performed. It is comprised of qualitative data supported by quantitative data sourcing from informants and literary. Theories applied are: theory of state and its role, theory of public policies implementation, and theory of hegemony.
